A really cost effective way to start a website is to visit. You can view thousands of pre-made websites in a variety of categories… full pages, headers, flash.. etc…
You also pay very little… on average under $100 to use the website template. If you want full rights to the page (meaning nobody else can use the template) then you pay into the thousands. For a starting site, paying to use the website is very reasonable… and they have something for everyone!
