We all know that talking on cell phones is a distraction, that's why there are so many issues with people talking on cells and driving. The same principle applies to this situation. They may be going through the motions and dealing with the checkout properly out of habit, but if they are having a phone conversation, they are mentally distracted. They could easily be robbed while being distracted and not able to act fast enough. Besides that, it's rude of them not to be acknowledging their customers, that alone is rude.
