Can i pay for an alltel prepaid phone with cash?

i want to get a new phone, but my parents wont pay for it, but i have the money myself, the problem is can i pay for a cell phone (an alltel prepaid phone) with cash? like could they bill me and i send them cash? or do i have to have a bank account or credit card to pay for it?
what if i cant make it to the store every month?
